Civil Engineers Call For Presidential
Commission on Failing Infrastructure
Overall, America gets a “D+”
on our infrastructure report card
The American Society of Civil Engineers (ASCE) on September 4 called
for establishment of a presidential commission on infrastructure
to address the deteriorating conditions of our nation’s roads,
bridges, drinking water systems, schools and other public works.
This call for action was announced as the group released its “2003
Progress Report for America’s Infrastructure.”

Architecture Firm Digs Deep . . . Into Psyche
Astorino uses new research tool during
programming to uncover client needs
For the design of the new Children’s Hospital of Pittsburgh,
Astorino, a local architecture, engineering, interior design, and
design/build firm, tried something they call the “Deep Design
Process.” A research tool developed by a Harvard Business
School professor, the process “probes the psyche to detect
design elements that would enhance the healing experience for the
hospital’s patients, parents, and staff.” Unlike traditional
research, the architecture firm says, this technique elicits unconscious
and conscious thoughts about a topic through visual metaphors.

for World’s Tallest Building Proposed for South Korea
Minneapolis’ Parker-Durrant
presents schematic for offices, mixed development
Minneapolis architecture firm Parker Durrant International has completed
the schematic design of the world’s tallest building, a 107-story,
1,620-foot-tall office tower and mixed-use/retail facility planned
for Pusan, South Korea. Commissioned by the South Korean-based Lotte
Corporation, the 5.7-million-square-foot, steel-and-glass Lotte
World II office tower will adjoin a hotel/conference center, a multiplex
cinema, an IMAX theater, a department store, and specialty retail
stores and restaurants. Initial site work on the construction site
has already begun. Completion is expected in 2008. “The faceted
glass exterior of the tower recalls traditional Korean totemic figures
called Jang Sueng,” says
Principal-in-Charge Stephan Huh, FAIA. “In English, Jan
Sueng means friendly guardian of the village. As Korea’s
largest port city and the main gateway to Korea from the south,
the design influence is especially befitting.”

San Jose Housing Project Knows the Way
to Green Design
Seventy-six new family apartments on a 3.87-acre site in San Jose,
Calif., grace the banks of a riparian preserve of the Penitencia
Creek. Designed by OJK Architecture and Planning, the apartments
offer their lucky tenants an informal Craftsman-style architecture
plus public transportation just a few steps from their front doors.
Residents enjoy below-market rents and free “EcoPasses”
from the developer to encourage use of public transportation, as
well as lower monthly utility bills thanks to the many energy-saving
features incorporated into their new homes.

Chief Architect Feiner to Speak at Security Conference
Government Services Administration Chief Architect Ed Feiner, FAIA,
has agreed to address the upcoming Congress on Infrastructure Security
for the Built Environment September 16–18 in Washington, D.C.
The congress offers an opportunity for allied professionals who
design, protect, and secure the nation’s infrastructure to
share knowledge about security-related design principles, standards,
guidelines, code responses, disaster preparedness, certifications,
clearances, and document controls. There is still time to register.
