Metropolitan Transportation Authority
Unveils Plans for Lower Manhattan Transit Hub
The Metropolitan Transportation Authority (MTA) released drawings
for a five-story glass cupola to top the new Fulton Street Transit
Center hub in Lower Manhattan. The design, by the London firm Nicholas
Grimshaw and Partners and engineer Arup, aims to bring order to
the tangled collection of transportation portals underneath, with
a high-visibility transit station that allows light to filter down.
The hub would connect to Santiago Calatrava’s World Trade
Center PATH commuter train terminal, another soaring glass structure
that rebuilding officials unveiled earlier this spring.
AIA,
NIBS to Create Network of Building Enclosure Councils
The AIA and the National Institute of Building Sciences (NIBS) Building
Environment and Thermal Envelope Council (BETEC) have forged a partnership
intended to reinforce the design community’s leadership in
the crucial area of building enclosures. The agreement, signed May
18 by AIA Executive Vice President/CEO Norman L. Koonce, FAIA, (right)
and NIBS President David Harris, FAIA, will establish a network
of building enclosure councils (BECs) in major cities across the
U.S.

Library Wins National Award for Innovative Green Roof
The 2004 Green Roofs for Healthy Cities conference jury on June
3 selected Oaklyn Library, Evansville, Ind., to receive one of six
national awards for green roof innovation. Bill Brown, AIA, Veazey
Parrott Durkin & Shoulders’ project architect, accepted
the award for the design team, which included Roofscapes, Inc.,
who provided the technics of an irrigated roof with integrated ponding
elements, and landscape architect Storrow Kinsella Associates, who
determined the best native plant mix for the rooftop and site meadows,
and associate architects, Engberg Anderson Design Partnership, Milwaukee.
Guided by community consensus, the architects designed the library
into a steeply sloped site, creating an earth-sheltered building
with a natural meadow roof integrated with the site’s restored
meadow ecosystem. The result, reports the architect, is an “energy-efficient
facility filled with natural daylight, a low-maintenance natural
landscape, and a construction cost well below the proposed budget.”
This project earlier earned the 2003 Design Honor Award from AIA
Indiana. For more information, visit Green Roofs for Healthy Cities
online.

Your Kiplinger Connection
(members only)
State finances: After three tough
years, 32 states will see surpluses this year, which will spur school
and justice construction. Building:
A slowdown in home building in the next six months will be offset
by office construction. The economy:
The price of oil has peaked, and odds of stagflation are very slim.
AIArchitect offers AIA members exclusive access to three
stories a week to help them manage their practices and plan for
the coming year. Nonmembers

It’s Time to Get to Know SF330
On June 8, Standard Form 330 replaced SF254/255 as the required
submittal form for federal procurement of nearly all A/E services.
Although federal agencies could require submittal of the long-reigning
SF254/255 for solicitations issued up to June 7, those standard
forms are now supplanted for solicitations issued June 8 and afterward.
The new form places increased emphasis on relationships among team
members, explains Michael Tardif, Assoc. AIA, editor of the Insider’s
Guide to SF330 Preparation. This week, Insider’s
Guide author Nancy J. Usrey offers eight points of consideration
for assembling a team of consultants that will be most likely to
prevail on an SF330 submission.
PVA
Issues Call for Nominations for Barrier-Free America Award
The Paralyzed Veterans of America (PVA) issued a call for nominations
for its 2005 Barrier-Free America Award, which honors an individual
sensitive to the importance of accessible design and active in its
achievement. All award entries must include a nomination form and
essay and be postmarked no later than November
5. The veterans’ service and disability rights organization
made the announcement June 10 at the AIA 2004 National Convention
in Chicago.
