California
Architects Support Community Recovery Efforts in Fire’s Aftermath
Following California’s disastrous week of wildfires,
local AIA chapters are joining public officials and allied organizations
in relief and recovery efforts, reports AIA San Diego Communications
and Programs Director Dawn Quisenberry. The component is offering
assistance to city, county, and state officials and continues to
hone its disaster response efforts by working with local chapters
experienced in earthquake recovery efforts.

South Atlantic Recognizes Regional Design Excellence
The AIA South Atlantic Region (SAR) recently announced the
recipients of the 2003 SAR Design Awards at a banquet honoring the
winners. Architects from North Carolina, South Carolina, and Georgia
were invited to enter the awards competition earlier this year,
drawing a record 231 entries from the three states. Of the 21 design
awards, 13 went to architects from North Carolina. Georgia architects
collected 6 awards, while 2 awards were presented to South Carolina
architects.
Airport
Construction Funding Stalls in Senate
A $60-billion aviation funding bill that includes $14.2 billion
for airport construction programs passed in the House last month,
but may be held up in the Senate where N.J. Sen. Frank Lautenberg
(D) is threatening to filibuster the revised bill over a provision
that would privatize air traffic controllers, Engineering
News-Record reports.
AIA Knowledge Leaders Set 2004 Plans
Nearly 135 AIA members and staff, representing 26 AIA knowledge
communities, saw the future in Berkeley, Calif., October 30–November
1 when they gathered for the first-ever Knowledge Leadership Assembly.
They elected three representatives to serve on the new Board-level
Knowledge Committee: 2003 PIA Chair Michael Willis, FAIA; 2003 Housing
Committee Chair John Klockeman, AIA; and Raymond Dehn, Assoc. AIA,
of Livable Communities.

Audubon LEED™-ing the Way to Sustainability
in LA
The Audubon Center at Debs Park near Los Angeles debuted
November 6 as the Audubon Society’s first nature center in
California constructed from the ground up using environmentally
sensitive design techniques. Design for the new building fits within
the guidelines of the U.S. Green Building Council’s LEED (Leadership
in Energy and Environmental Design) Green Building Rating System™.
A team of Green Building Council affiliates worked hand-in-glove
with the owner to give life to the new center. Campbell and Campbell
created the master plan and the landscape architecture designs.
The deft touch of Esherick Homsey Dodge & Davis Architects of
San Francisco graces the building design.

The economy: Office rents are stabilizing
as vacancy rates inch down. The top 10 home builders will double
their market share (to 40%) in coming years. Trade:
Expect Congress to kill the Extraterritorial Income Exclusion Act
and replace it with tax cuts. Fires and
floods: Insurance rates will rise after the California fires,
but not enough to deter sprawl into the outlying hills. FEMA is
updating its flood maps and increasing the number of flood zones,
especially in the East.

Secretary’s Awards for Excellence, recognizing design excellence
produced through cooperative public/private efforts that expand

to recognize excellence in housing and community design, demonstrate
that design matters, and provide examples of important benchmarks
in the housing industry. The categories of the program are mixed-use/mixed-income
development, community building by design, and the Alan J. Rothman
